Moving From Vision to Action: Designing a Circular Future for Top of Bed

The Australian Bedding Stewardship Council announced in February that we have formalised a working group to explore stewardship for bed linens and related textiles. The Top of Bed Working Group convened its inaugural session to transition this ambitious initiative from a strategic concept into a practical, industry-led reality.

This marks a major milestone for the ABSC. While our current stewardship efforts successfully target mattresses, expanding into the textile sector addresses a critical gap in product lifecycles and represents a significant step toward bedding circularity.

A Unified Industry Mandate

Establishing a robust stewardship scheme requires alignment on long-term outcomes. The Working Group has established a clear strategic compass to guide its development, anchoring its focus around an aspirational vision for the Australian market:

“A circular top-of-bed industry where every product sold in Australia has a viable, economically sustainable end-of-life pathway, ensuring materials are reused, recycled, or returned to raw inputs and nothing goes to landfill.”

To achieve this, the group’s core purpose centres on leading and coordinating a transparent, traceable, and commercially viable circular value chain. By designing a model that aligns with the waste hierarchy, the initiative aims to establish genuine industry ownership and ensure equitable access to end-of-life solutions across the country.

A Coalition of the Willing

The strength of this initiative lies in its collaborative breadth. The initial session brought together an exceptional cross-section of industry leaders, featuring experts from major retail brands, manufacturing, logistics, and sustainability sectors.

It is important to highlight that participants in this working group have signed on specifically to collaborate on the architecture of the scheme and are not necessarily formal members of the ABSC. This inclusive, industry-wide approach ensures that the resulting framework will be practical, equitable, and capable of delivering the world’s first end-to-end circular system for bedding waste.

Next Steps and Regulatory Alignment

The foundational work is moving swiftly. In the coming weeks, the Working Group will focus on finalising its Terms of Reference, establishing data collection protocols, and explicitly defining the product categories to be included in the scheme.

Crucially, formal engagement with the Australian Competition and Consumer Commission (ACCC) and the Department of Climate Change, Energy, the Environment and Water (DCCEEW) is scheduled for FY27. This will ensure that all proposed competition compliance protocols, reporting structures, and environmental benchmarks are aligned with federal expectations.
